Aibek Mamatbekov was appointed Consul General of the Kyrgyz Republic in the United Arab Emirates in the city of Dubai.

On February 15, 2017, the President of the Kyrgyz Republic Almazbek Atambayev signed a decree according to which Mamatbekov Aibek Bekboevich was appointed Consul General of the Kyrgyz Republic in the United Arab Emirates in the city of Dubai.

Atambaev In the UAE in 2014.

Also, the Emirates' attention was focused on assistance in protecting the rights and interests of Kyrgyz citizens, especially labor migrants living in the UAE.

The head of the UAE Foreign Ministry's representation of the UAE, Dubai, congratulated the Consul General on his appointment and wished him success in connection with the beginning of his diplomatic mission. Abulrahman Ghanem Al Mutawi highly appreciated the level of bilateral relations and fully supported the need to intensify bilateral cooperation taking into account the existing strategic potential of both countries. In this regard, he assured the Kyrgyz side of the comprehensive support of the Dubai Mission of the UAE Foreign Ministry in promoting the initiatives of the General Consulate for the benefit of the interests and prosperity of the peoples of the two states.

Currently, about 2750 citizens of the Kyrgyz Republic are registered with the consulate in the Consulate General.

Head of the State Directorate for Residents and Foreigners of the Ministry of Internal Affairs of the Emirate of Dubai stressed that, given the high dynamics of infrastructure and business development in the large cities of the UAE, there is also a growing trend of the influx of foreign labor and multidisciplinary professions into the country. With this in mind, based on federal legislation and local regulations, the State Department has developed simplified principles and mechanisms for regulating the migration flow, based on modern IT technologies, online services and registration, thanks to which the issuance of permits was largely simplified. Also, the Emirate side noted the presence of Kyrgyz citizens in Dubai, who mainly work and specialize in shops, shopping centers, in the hotel business and tourism, including large enterprises. The majority of labor migrants from the Kyrgyz Republic consist of young people, with many having higher education and knowledge of foreign languages. These factors provide advantages and competitiveness when hiring.

The Emirate side also noted the problematic parties associated with the violation of the visa regime and the delay in authorization documents, in many respects this is due to the illegal stay in the territory of the emirate of foreign citizens who arrived on a tourist visa and remained for a long period in the territory of the UAE. Many foreign citizens put themselves at risk by taking a job without any permits, which leads to negative consequences. The Dubai State Department also tightens control over employers employing foreign nationals without agreement and an employment contract. Penalties for violations of migration legislation are quite severe.

The General Consulate of the Kyrgyz Republic initiated the organization of mutual visits by representatives of the competent authorities of the Kyrgyz Republic and the Emirate of Dubai for practical assistance and exchange of experience in the field of migration policy and in combating illegal migration and trafficking in human beings, which was supported by the Chairman of the State Directorate for Residents and Aliens Affairs of the Ministry of Internal Affairs of the Emirate Dubai Major General Mohammed Ahmet Al-Murray. At the same time, the visits will be coordinated through diplomatic channels of the two countries.

Priority direction of the agenda of the meeting was the development of cooperation and exchange of practical experience in the field of advanced IT technologies between law enforcement agencies of the Kyrgyz Republic and the emirate of Dubai.

According to the world rankings, Dubai is one of the top 5 most secure cities in the world, taking into account the introduction of innovative technologies and equipment within the framework of the "Safe City" and "Smart City" projects, which together form unique and automated Centers providing residents and guests of Dubai access Online to the services of all competent services, and ensure the safety of the city.

Consul General A.Mamatbekov informed the Head of the Police of the Emirate of Dubai about the national project "Taza Coom" launched in Kyrgyzstan, a digital project aimed at improving the level and quality of providing public services to the public. In the same national project, the "Safe City" system is implemented, aimed at ensuring the safety of citizens and visitors of our country and preventing traffic violations. The Kyrgyz side noted the similarity of the goals and objectives of the Taza-Coom project with the projects of the Emirate side, which have already been successfully implemented in recent years in the UAE.

Taking into account the experience of the Emirate, the Consul General expressed his request to organize a visit of representatives of Kyrgyz law enforcement agencies and experts to Dubai to exchange practical experience and provide methodological assistance in the implementation of the Taza-Coom project. The head of the Dubai Police Abdullah Khalif Al-Mari expressed readiness to receive Kyrgyz colleagues in Dubai and provide the necessary assistance. The timing of the visit will be agreed in the near future.
 
 
The meeting of the Kyrgyz Consul General in Dubai A.Mamatbekov was held with the President of the Chamber of Commerce and Industry of Dubai Emirate with Mr. Hamad Buamim.

On May 21, 2017, the meeting of the Kyrgyz Consul General in Dubai Aybek Mamatbekov with the President of the Chamber of Commerce and Industry of the Dubai Emirate with Mr. Hamad Buamim was held, during which the prospects of bilateral cooperation for the development of trade and economic relations between the Kyrgyz Republic and the UAE were discussed.

During the meeting with the Emirate, agreements were reached to establish direct ties between the Chambers of Commerce and Industry of Kyrgyzstan and the Emirate of Dubai.

In this vein, an agreement was reached with the President of the Chamber of Commerce of Dubai, Dubai H. Buam, on the development of the visit of the official delegation of the Chamber of Commerce and Industry of the Kyrgyz Republic to the city of Dubai and the signing of a framework agreement on cooperation.

The Consulate General received the support of the Chamber of Commerce and Industry of the Emirate of Dubai on the establishment of the Kyrgyz-Emirate (Dubai) Business Council, which could become a locomotive for the promotion of Kyrgyz brands and national goods in the UAE and would encourage the active involvement of Kyrgyz producers and entrepreneurs in annual exhibitions and fairs regularly held In the UAE.

The parties agreed to increase the rate of mutually beneficial cooperation and contribute to an increase in trade turnover between the countries, taking into account the forthcoming World Expo EXPO 2020 which will be held in Dubai in 2020.
